[FLINK-25224] Upgrade the minimal supported hadoop version to 2.8.5

Description

In order to leverage new Hadoop features without reflection based workaround, we want to bump the minimum supported version of Hadoop to 2.8.5 (released in 2018). There were no reported objections from the community against dropping support for older versions.

Please note that this doesn't break the binary protocol compatibility, which means that 2.8.5 client can still talk to older servers.
