Description

This issue is an umbrella issue to tracking the remaining bug fix and code improvement for FLIP-147 implemented in https://issues.apache.org/jira/browse/FLINK-2491

This issue tracks issues that won't be implemented in 1.14.0, but should be implemented in 1.15.
