[FLINK-23458] Document required number of buffers in the network stack

Description

Currently it seems that it's not mentioned anywhere what's the number of required number of buffers. And that this number is different than the configured number of exclusive/floating buffers. It should be mentioned in that both taskmanager.network.memory.floating-buffers-per-gate and taskmanager.network.memory.buffers-per-channel are best effort and not guaranteed.
