[FLINK-23084] Move ExecutorThreadFactory to flink-core

Description

The ExecutorThreadFactory is both required by the Akka RPC service and flink-runtime, and in general could also be useful for other components not relying on flink-runtime (e.g., connectors).
We should move it to flink-core.
