Description

Hive SessionState is used by hive dialect. Starting a SessionState involves some heavy operations like creating scratch folders and instantiating an HMS client. We should investigate how to reduce these operations.
It's of course better to completely get rid of SessionState. But that's difficult to achieve because some hive functions rely on it.
