Remove DefaultSlotPoolServiceFactory and SlotPoolImpl

    Description

      After completing the declarative resource management (FLINK-10404), we no longer need the old SlotPoolImpl implementation. Assuming that declarative resource management works reliably, I would propose to remove SlotPoolImpl and all related classes.
