Description

Task https://issues.apache.org/jira/browse/FLINK-17012 introduced new ExectuionState - RECOVERING which restore data on the last checkpoint. There are thoughts that RECOVERING is not a suitable name for this case and it is much better to rename it to INITIALIZING
