[FLINK-21159] KafkaSourceEnumerator not sending NoMoreSplitsEvent to unassigned reader

Description

Kafka split enumerator only sends NoMoreSplitsEvent when assigning splits to a reader. If a reader is not assigned with any splits, it won't receive `NoMoreSplitsEvent`, and the subtask will stay in RUNNING state forever but not actually working.
