Description

We should add the SlotAllocator as defined in FLIP-160. The SlotAllocator implementation should support

• slot sharing
• respect the configured parallelism of operators
• respect the max parallelism of operators (this point might already be covered if the configured parallelism cannot exceed the max parallelism, we should double check this)
