Description

Due to the PyPI project space limit, the following 1.12.1/1.10.3 packages are missing on PyPI.

• apache-flink-1.12.1.tar.gz
• apache_flink-1.12.1-cp38-cp38-manylinux1_x86_64.whl
• apache-flink-1.10.3.tar.gz

The request for increasing project limit is in the PyPI review process. Once this is approved, we should upload the missing packages.
