[FLINK-20998] flink-raw-1.12.jar does not exist

Description

Flink Raw format documentation currently states that the flink-raw-x.yz.jar is required in order to use this format.

As I understand, such jar does not exist though:

• broken link to mavenrepository
• the list of format in the flink repo on github does not contain raw

The raw format seems to currently be present in the blink table planner

I guess either documentation should be updated, or a specific jar should to be created? I'm happy to help with either.
