Description

For rescaling of Unaligned Checkpoints added in 1.12, EndOfChannelRecovery and upstream alignment will be added.

However, this alignment won't work for iterative jobs.

There is a need to

1. pass this info to subtasks (whether is iterative)
2. validate on startup
3. a flag to skip validation
