Normalize keys and default values in ConfigConstants.java

    Description

      We have to find a way to normalise these. This is for example required as part of FLINK-1472.

      The idea would be to either force KEY suffix for the string key, and DEFAULT prefix for the default value. Another idea would be to specify the default value using an Annotation.
