[FLINK-19280] The option "sink.buffer-flush.max-rows" for JDBC can't be disabled by set to zero

Description

According to the documentation, when set "sink.buffer-flush.max-rows=0", it should be disabled to flush buffered data by number of rows, however, it still flushes when received each row.
