Description

This is an umberalla issue to refactor TableEnvironment#connect API. The detailed design is shared in FLIP-129: https://cwiki.apache.org/confluence/display/FLINK/FLIP-129%3A+Refactor+Descriptor+API+to+register+connectors+in+Table+API

Subtasks will be created once the FLIP is accepted.
