Description

This task is to integrate PipelinedRegionSchedulingStrategy with DefaultScheduler. A config option "jobmanager.scheduler.scheduling-strategy" should be introduced to control whether to use the new "region" scheduling or to use the "legacy" eager/lazy-from-sources scheduling.
