[FLINK-16660] Introduce the ApplicationDispatcherBootstrap

Description

This will be a DispatcherBootstrap with the necessary logic to run a PackagedProgram on the Dispatcher of an application cluster. This includes:
1) running the main and submitting the jobs of the application when required
2) handling the case of a failure where the jobgraphs are retrieved and re-submitted and the main has to detect it and continue as needed.

The scope of this task will be further clarified as the implementation unfolds.
