[FLINK-16624] Support user-specified annotations for the rest Service

Description

There are some scenarios that people would like to customize annotations for the rest Service, for example:

1. Specify the LB type to decide whether it should have an external IP.
2. Specify the Security Policy for the LB.

It's a common need, especially in the Cloud Environment.  This ticket proposes to add support for it.
