Description

develop HBaseCatalog to integrate HBase metadata into Flink

The ticket includes necessary initial investigation to see if it's possible and brings practical value, since hbase/elasticsearch are schemaless.
 
If it is valuable, then partition/function/stats/views probably shouldn't be implemented, which would be very similar to PostgresCatalog (https://github.com/apache/flink/pull/11336). HiveCatalog can also be a good reference.
