[FLINK-15562] Document example settings.xml for configuring snapshot repository

Description

For SNAPSHOT versions, if using 3.0 or higher version maven, the "archetypeCatalog" is not valid. In FLINK-7839, we add note to inform that issue.
In this ticket, we'd like to documents an example settings.xml and pass it to maven.
