[FLINK-14532] Separate PartitionTracker into generic and JM-specific versions

Description

The PartitionTracker interface effectively consists of 2 parts; 1 for interacting with the contained PartitionTable and metadata, 2 for additionally issuing release calls to TaskExecutors or ShuffleMasters.

Separating these parts would allow us to re-use the generic parts on the TaskExecutor. This makes the components more similar, and will also make it easier to capture meta data for partitions, which the PartitionTracker already supports.
