[FLINK-14440] Enable BatchFineGrainedRecoveryITCase to pass with scheduler NG

Description

BatchFineGrainedRecoveryITCase currently fails with scheduler NG.
The failure cause is more failover counts than expected due to lacking of an optimization of region failover, see FLINK-14439.

We need to solve FLINK-14439 and annotate this test with AlsoRunWithSchedulerNG.
