Implement a SpillLoadManager

Details

    Description

      The SpillLoadManager is responsible to:
      1. Do spill/load when HeapStatusMonitor triggers.
      2. Decide which KeyGroup to spill/load according to data from the accounting managers (mainly two factors: state-size and request-rate).
