[FLINK-12581] HiveCatalog.alterTable() and alterDatabase() should check the existing object and new object are of same type

Description

HiveCatalog.alterTable() and alterDatabase() should check the existing object and new object are of same type. It currently doesn't, and you can alter an existing generic table with a new hive table.
