[FLINK-12422] Remove IN_TESTS for make test code and production code consistent

Description

Currently, in we use IN_TESTS to in flink-yarn which make the test code and production code inconsistent. This is not a good design and may miss bugs which happens in production environment. This ticket is to remove IN_TESTS for make test code and production code consistent.
