[FLINK-12418] Add input/output format and SerDeLib information when creating Hive table in HiveCatalog

Description

Currently when we convert a Flink's HiveCatalogTable to Hive's table in HiveCatalogUtil#createHiveTable, we don't set detailed ininput/output format and SerDeLib in the Hive table.

This JIRA is for adding more of those information in Hive table.
