Description

The creation of ResultPartitionWriter from NetworkEnvironment relies on TaskAction, ResultPartitionConsumableNotifier. For breaking this tie, ResultPartitionWithConsumableNotifier is introduced for wrapping the logic of notification.

In this way the later interface method ShuffleService#createResultPartitionWriter would be simple.
