[FLINK-11079] Skip deployment for flnk-storm-examples

Description

Similar to FLINK-10987 we should also update the LICENSE and NOTICE for flink-storm-examples.

 

This project creates several fat example jars that are deployed to maven central.

Alternatively we could about dropping these examples.
