Description

There are many duplicated codes in current ForwardPartitionerTest, RescalePartitionerTest, RebalancePartitionerTest, RebalancePartitionerTest, etc.

The StreamPartitionerTest is defined for abstracting the common codes, this is the preparation work for the FLINK-10790.
