Description

Basically, current SchedulerTestBase covers Scheduler tests, which is a schedule mechanism of legacy mode. We can remove it from SchedulerTestBase. Besides, inner SchedulerTestBase there are two useful testing class TestingSlotPool and TestingSlotPoolSlotProvider. Extract them for further usage.
