Consider this:

State A
State B based on State A

When State B is applied, components in State A are displayed after the components in StateB instead of before the components of State B.

Reproduction:
1. Run bugfile.
2. Click button to add state 2
3.

Actual Results: New button is created after the New Button1.

Expected Results: New Button should be created before the New Button1.
