[FLEX-33090] Write .bat files to replace bin/*.exe files to execute mxmlc, asdoc, etc for the command line on Windows

Description

We need to write .bat files for Windows which replace these files. They should be roughtly equivalent to the shell scripts for UNIX which already exist. They just wrap the equivalent executable jars.
