[FLEX-33012] No way to custumize the scrollbar style on mouse down

Description

Steps to reproduce: Apply dark style for any scrollbar. Click on any of the scrollbar buttons. The style will be changed to very bright no matter what color is set for "themeColor" style property. There are client complaints for flex application with very dark styling.

Actual Results: not possible to add style attribute to change the alpha of the mouse down scrollbar color

Expected Results: to add style attribute to control the brightness of the scrollbar buttons when clicked.
