[FLEX-32534] BarSet or ColumnSet created in ActionScript breaks Item Labels

Description

It was produced on the 3.2 and 3.3 SDK version of DVC

The non-ActionScript version of this bug was fixed as FLEXDMV-1414, however that bug only dealt with MXML-created charts.

Steps to reproduce:
1. In ActionScript, create a ColumnChart or BarChart that uses a ColumnSet or BarSet
2. Set a "labelPosition" style of either "inside" or "outside" on any or all of the series within the series set.
3. Run

OR:
1. Run the attached code sample that has one chart created in ActionScript and one in MXML

Actual Results:
No label appears on any item.

Expected Results:
Label appears on each item.

Workaround (if any):
None found so far.
