Description

Steps to reproduce:
1. do not set axis property in axis renderer and run the app on japanese language settings
2. or alternatively grep for throw in AxisRenderer.as file

Actual Results:
Hard coded string Error(" Property \'axis\' is not set for this AxisRenderer"

Expected Results:
error should be picked from resources files
