[FLEX-28340] View doesn't clip overflowing components

Description

Steps to reproduce:
1. Please run the attached project in ADL or deivce. Tablets might not show this issue.
2. Rotate the app to landscape.

Actual Results: Compontns in the first view navigator spill over.

Expected Results: Correct clipping.

Workaround (if any):

• Reskin View or ViewNavigator and set clipAndEnableScrolling to true on its contentGroup
• Manually set clipAndEnableScrolling to true on the contentGroup of the View or ViewNavigator
