Description

Steps to reproduce:
1. Run the attached mxml application and click "format" button.
2. Observe.

Actual Results:
The result is 123456789.05, it's not formatted.

Expected Results:
It should be grouped, 123.456.789,05.

Notes:
Only reproduced on es_ES,it_IT and nl_NL.
Not reproduced on Windows and Mac.
Found in SDK 22057.
