Description

Steps to reproduce:
1. Run attached .mxml file and click "format" button.
2. Observe.

Actual Results:
The result is 0.123, leading with a zero.

Expected Results:
It should be .123.

Notes:
Happens on All locales on Linux.
Not reporduced on Windows and Mac.
Found in SDK 22057.
