Description

ToggleSwitch uses a non-default accentColor style value of #3F7FBA. The theme default is #0099FF. While we've broken this rule before in the mobile theme, we generally try to make it easy to set certain style values once in the global selector (http://opensource.adobe.com/wiki/display/flexsdk/More+Styles+for+Spark+Skins).

We can approximate #3F7FBA by darkening the default #0099FF by about 50%. We should run this by XD and sample a range of accent colors at this dark offset.
