Description

Steps to reproduce:
1. Build a List in a View with any itemRenderers on a Flex Mobile Project, I used images for example
2. Set the layout on the list to HorizontalLayout
3. Run in the simulator or on device
4. Do a fast drag motion but don't release the finger or mouse, stop the drag, pause now let go. When you stop there is no longer velocity associated with the scroll.

Actual Results:
List keeps scrolling as if I did a flick or throw of the list.

Expected Results:
List scrolling should remain still and not move anymore after the scrolling is done.
