Description

Steps to reproduce:
1. Open a termal and execute command ..../mxmlc NFcases.mxml(refer to attachment)
2. Input an integer into the first textinput, for example 123.
3. Input en-US or da_DK or other locale name into the second field for NumberFormatter locale.
4. Input 2 to the forth textinput for fractionalDigits.
5. Click "format" button to format the integer.

Actual Results:
It display 123 in the fifth textinput.

Expected Results:
It should be 123.00, for the fractionalDigits is set to 2.

Notes:
Reproduced with 22057 and 21749.
Not reproduced on Windows and Linux.
