[FLEX-28099] Reloading Flash 17 times causes error #2046 and requires a browser restart

Description

Steps to reproduce:
1. Compile file with static-link-runtime-shared-libraries = false
2. Load the movie in a browser
3. Reload the page 16 more times

Actual Results:

After the 16th reload, you get an error:

Error #2046: The loaded file did not have a valid signature

Expected Results:

Should continue to reload

Workaround (if any):

Must restart the browser (all windows must be closed)

Once the error occurs, it affects any other flash movie compiled with RSL, even third party ones. You can see this behaviour by reloading the application at http://www.riagora.com/pvt_content/preloader/Flex4pureLoad.html
