[FLEX-27842] Items added to Halo TileList do not layout correctly in AIR 3520

Description

Steps to reproduce:
1. Run the attached SWF or compile and run attached MXML file
2. Tab to TileList
3. Press END key
4. Click "AddItemAt" button multiple times

Actual Results:

New items are not positioned correctly when first added to the TileList (slightly higher than expected). If you mouseOver the new items, their position changes (to the correct location).

Expected Results:

Items added to the TileList are positioned correctly. Worked as expected in AIR 3420, does not work in AIR 3520
