Description

Steps to reproduce:
1. Create a skin for a spark button
2. Create a button in the Actionbar (actionContent or navigationContent)
3. Set the skinClass in the css file

Actual Results:

The button doesn't use the skin, but other properties in the css file do get applied

Expected Results:

The button uses the skin

Workaround (if any):

Set the skinClass in the button tag itself (not preferred)
