Description

Steps to reproduce:
1.Drag a TitleWindow component to the bottom of windows and release the mouse while it is within the task bar
2.Move the mouse up without re-clicking.
3.

Actual Results:
The TitleWindow will follow the mouse as if the mouse button is down.

Expected Results:
TitleWindow should only move around if mouse is down and being dragged around.

(Tested on IE and FireFox on Windows and could only produce on IE.)
