Description

Steps to reproduce:
1. compile the attached mxml file with this compiler option -locale fr_FR
2. run test and increment the stepper value to 0.1
3. you see the validation error.

Actual Results:

no way to set the stepSize to localized setting such as is in the case of '0,1' for ru_RU or fr_FR
