[FLEX-27107] SWFLoader is constantly being redrawn

Description

Steps to reproduce:
1. Insert SWFLoader component in mxml
2. Make it invisible, exclude from layout.
3. Turn on Show Redraw Regions

Actual Results:
It is rendered and in fact flashes its space in the document when the UI is slow.

Expected Results:
Should not be rendered when Show Redraw Regions is turned on.
