Description

Steps to reproduce:
1. Unzip sdk\frameworks\locale\de_DE\airframework.swc and open docs\mx.events.xml.
2. Find the line 11 to line 13.
3. Repeat the first step in en_US.
4. Find the line 10.
4. Compare the contents of two XML files.

Actual Results:
Extra node apiData.<apiData>false</apiData>

Expected Results:
It should not exist extra node.

Notes:
This issue occurs on DEU/FRA/JPN//RUS/CHN.
SDK-version: SDK4.5.0.20411.
There are also other inconsistant nodes between END and LOC *_rb.swc.
