HSlider mouseUp doesn't fire if cursor is outside slider bar

    Description

      See attached project file.

      Drag slider (fires mouseDown) then let it go but with the cursor outside the slider. The mouseUp does not fire. It only fires if the cursor is over the slider at the time.

      This specific issue occurs with Flex 4.1 and above.

      Also the drag events don't work in Flex 4.5 - are they meant to?
