[FLEX-26628] When this.stage.scaleMode is set to StageScaleMode.SHOW_ALL, the modal area size does not change correctly if the window size is shrunk

Description

Steps to reproduce:
1. Run the attached test.mxml (AIR application)
2. Shrink the window size.
3. Click "click here" button and Alert window is shown.

Actual Results:
The Modal area size is smaller than the window size.

Expected Results:
The Modal area size should be as large as the window size.

Workaround (if any):
